They get fewer electoral votes anyway, it's proportional, this way at least you can vote republican in california or democrat in texas and actually have it counted.

It would never get past the Senate.
 
Yes, you get a minimum of 3 electoral votes based upon your total representation (2 senators plus at least one representative), meaning some states have three times as much representation as they would otherwise have if it were truly proportional.
