The Bundy terrorists were also willing to use human shields, civilians as targets.

Bin Laden, seeing the American news programs pondering whether he is alive or not, decided to send a message to Bush to let him know that he is still alive and well, so he scrawled a message on a piece of paper and put it in an envelope and had it delivered to the President.
Bush opens the envelope and reads the message: "370HSSV 0773H". He can't figure it out, so he asks Karl Rove.
Rove can't make anything of it, and suggests that the head of the CIA would certainly understand code, so Bush sends for George Tenet. Tenet, however, can't figure it out either. He suggests, "How about Condi? She has a doctorate, that means she's smart."
Dr. Rice comes into the office and looks at the message on the President's desk, but she is baffled too. As Bush is pondering the mysterious message lying on the desk before him, Colin Powell enters the Oval Office for a scheduled meeting with the President. When he sees the paper on the desk, and reads what is written on it, he asks, "Mr. President, where did that come from?"
Bush replies impatiently, "Supposedly it's a message from Osama bin Laden. But what the hell does '370HSSV 0773H' mean?"
Powell clears his throat and replies, "Uh, Mr. President, You're looking at the message upside down."
