In a normal society, the pendulum swings between moderate right and the moderate left, with a slow trend towards the best ideas of the moderate left. No one thinks the pendulum swings between Nazism and not Nazism. You are not in the normal pendulum swinging area. If the pendulum did swing to rounding up opposition and killing them in extermination camps, it would not swing back from that.
Now I am going to say a few things that will make you upset. Biden is the most conservative leader in the first world. There are a few borderline first world countries with more conservative leaders, but among the clear first world countries, Biden is the moderate right, bordering on not moderate right. You are way out there in insane parts of the spectrum talking about killing opposition.

Instead, they are coming to the conclusion that rather than making a long-promised exit, the virus will most likely become a manageable threat that will continue to circulate in the United States for years to come, still causing hospitalizations and deaths.

To really recap: no one knows how far away herd immunity is, or even if it is possible. That was true at the beginning, and it is true now. We will know when, and if we get there. Fauci can make informed guesses, but these are not promises.
This is not complex. When we start seeing outbreaks in high immunity communities unable to sustain themselves, we are near herd immunity. We are not seeing that yet, and may never see that.
It is actually about not sustaining an outbreak. An epidemic is a rapid spread, which does not need to be happening to disprove herd immunity.
But lets look at a country further along the timeline towards natural herd immunity. Would you consider India to have herd immunity, or be very close to herd immunity?

India was late to the CCP virus party. It Seemed for awhile they might escaped unscathed.
The virus is virusing with a vengeance there now though. Since they had a late start it’s hard to say. It’s plausible that since India had relatively few infections for so long that this provided a relatively high number of non-immune individuals in the population. So now the virus is virusing at a much faster rate than it would had India had a more stable rate of infection over time.
Do you think NYC could go the way of India in spite of the fact so many people there have natural immunity? If not, isn’t that evidence of herd immunity?
India's first case was only two weeks after America's first case. Or we should say confirmed first case. Given how hard they were hit at the beginning, it can be assumed they had other cases at the beginning.
Your "unscathed" statement is based on wishful thinking. You need India and Brazil to be unscathed to explain their lack of herd immunity. The fact is that they had extreme outbreaks, but those outbreaks did not cause lasting herd immunity.
The best current evidence is that natural immunity to Covid-19 fades quickly, so that means NYC could have another wave easily, unless vaccinated immunity is much better. No one knows how good vaccinated immunity is.

What does ‘fade quickly’ mean? Not very sciencey, Alter. Does it mean the infection leaves virtually no immune factors in its wake? Or some degree of immune factors that would make a severe illness less likely?

Fading is a normal "sciency" description of immunity. All immunities fade, though many do not fade enough over a lifetime to make much difference. Other immunities fade over years to the point that they barely exist in the body. That provides little to no protection, and certainly would not provide herd immunity.
The problem appears to be that Covid-19 fades unusually quickly. We are not even talking about years, but months. Nothing is certain yet, but it does not look good.
