We were told that the intelligence was conclusive. We have to go with that because the intelligence cannot be revealed, nor can the tradecraft that secured the intelligence. Congress has an intelligence oversight committee that provides a check on all such concerns.
You don't know how the intelligence was acquired, although you can assume that there are informants involved who provide US intelligence agencies with direct video that is corroborated by satellite imagery. If you have specific doubts for some reason, contact your representatives in Congress.

There is no codified law to be "upheld" here. The "go fast" boats and their crews were declared terrorists. The US has decades of experience and data on these boats to identify them. The boat is in international waters and therefore not subject to US civil law nor "the Constitution." As declared terrorists and members of a terrorist organization, they can be blown out of the water as a legitimate military target.
