Supreme Court justices signaled they are likely to leave in place a lower-court's ruling that Virginia's Republican-led legislature unlawfully considered race when drawing U.S. congressional districts by packing black voters into one of them.
The court heard oral arguments in the case at a time when Republicans in various states are accused of taking actions to reduce the influence of black and Hispanic voters.
