we have to have blanket laws against it because profiteering off a captured market is despicable/immoral and against the spirit of pitching in by individuals and the government..

It's one of those things we do in that profiteering is so grotesque in that you(not you personally) would deny clean water to those who can't pay usurious rates

For some douchebag who did not drive an 18 wheeler 500 miles or 500 feet through dangerous conditions, but rather took his SUV to Costco a week before the storm hit and loaded it down with as many cases as he could pack into it, all with the intention of gouging desperate people, to charge outrageous prices for it is the depth of depravity.
