“The speech was full of hope and inclusion and he reached out to cities in a way they’ve not been reached out to for a long time,” he said. “But with that must come a target, a timetable and a budget.”

Sticking with the 'Trump third party' theme, here is Jesse Jackson giving Trump's speech the thumbs up. Yes, Jackson is just one black leader, but hardly an insignificant one. And Jesse says Trump is reaching out to the inner cities in a way they haven't been in a long time.
Much less, by a Republican president.
Obviously, it remains to be seen whether Trump has any success with it. It's way early, but I get the sense Trump is quite serious about the attempt. He vowed to go after Obamacare [fellow conservatives: how many times have we heard even Tea Party candidates make the same promise, only to either fail or not try particularly hard once they get to DC?] and boom, he's already gutting it and it's not even his first Monday in office.
Put yourself in an poor urban black persons shoes. Yesterday you're presented with the image of huge crowds of lefties led by leaders making the same profanity laced grievances they've been making for decades now. What have they done for you? Your neighborhoods are over run by thugs, drug use by young people is at epidemic levels, *good* jobs are practically non-existent.
In short, your situation seems hopeless.
But here is this guy Trump, who you don't really care for, but he IS president so he has the power to affect some change. And he has made several promises to focus on troubled urban precincts like the one you are stuck in.
What have you got to lose?
So yeah, Trump is many things; and cheif amongst them, is that he's a different kind of political species that doesn't fit into the usual categories that begin with a D or an R.
If...Trump has success in the urban areas it will lead to a radical realignment of our two party system, since the democrats electoral vote is so heavily concentrated in urban areas.
I'm nearly convinced he knows exactly what he's doing.
