The answer I think is reforming the grand jury process that lets of too many rogue cops-
after all relying on a grand jury lets the singular prosecutor manipulate the charges.
Civilian review boards are key to reform.
Citizens are much more independent, and their recommendation can then be taken to a grand jury. or not.
