Because she is in control of the House and Congressional security. It's a separate branch of government. Trump cannot do anything on Capitol hill without the leaders of Congress approving of it because of the separation of powers. Trump could have called up the Guard, but they couldn't be deployed to the Capitol without Congressional leadership permission, and Pelosi refused to give it.

Also, the National Guard is STATE funded first and foremost. The feds may chip in, but it is a STATE organization. States control their NG units, decide promotions, etc., not the federal government. Yes, the President and Congress can nationalize them for service, but there is a procedure for that.

The National Guard is controlled by each state. The members are paid by that state, not the federal government. The Reserves, are the federal part-time component of the federal military. So, if the Maryland NG was deployed to DC in an agreement between the governor of Maryland and the DC mayor, Trump has ZERO FUCKING SAY IN THAT other than to nationalize the Guard and then take control of them.

But again, the DC National Guard is not part of Congressional security. It is a joint military law enforcement unit, with the President as their Commander-In-Chief. Congress has no say in whether they get called up.

My god you are an idiot. The Capitol building is controlled by Congress. Unless Congressional leadership allows the executive branch to do something there, the President can't do it. Hell, Congress could bar a President from stepping foot into the Capitol building.
So, while the President could unilaterally call up the Guard for service, he can't deploy them to the Capitol or to the grounds of the Capitol without Congressional permission--separation of powers.

So, Trump offered NG troops, Pelosi turned him down, and that was that. She fucked up, just like she frequently has.

And if someone enters my house illegally, the police and National Guard can follow them in to help.

So trump could have called up the National Guard, without Congress. He could have surrounded the Capitol Building, without Congress. He could have sent the National Guard into the Capitol Building, in the unlikely event the rioters were able to breakthrough the National Guard.

All he needed Congress' permission to do was if he wanted to use the National Guard as a battering ram to attack the Capitol Building.
