No, why would Pelosi have any say in the National Guard. The National Guard gets called up by the Commanders-In-Chiefs all the time without asking the Speaker of the House anything.
If she really does not like it, and can get the rest of the House, and then the Senate, to go along, she could in a year or two defund it... But there is no reason to consult her immediately.
Pelosi and Schumer were on the phones to Governors to get support, they were calling everyone they could think of. It was documented by her daughter.

Because she is in control of the House and Congressional security. It's a separate branch of government. Trump cannot do anything on Capitol hill without the leaders of Congress approving of it because of the separation of powers. Trump could have called up the Guard, but they couldn't be deployed to the Capitol without Congressional leadership permission, and Pelosi refused to give it.
Also, the National Guard is STATE funded first and foremost. The feds may chip in, but it is a STATE organization. States control their NG units, decide promotions, etc., not the federal government. Yes, the President and Congress can nationalize them for service, but there is a procedure for that.
When trump finally allowed state National Guards to cross the border, Democrats kept them in place until January 20th. The President alone has authority to authorize the National Guard moving over state lines. That meant that if the Maryland National Guard members had been allowed to go home for the night(they lived in easy commuting distance), trump could have banned their reentry into DC, much like he blocked their entry into DC during those 3 hours, and before.

You really don't know shit about how the National Guard works. A governor in one state can ask another for help with their National Guard units. Texas is doing this right now on the Southern border.

The National Guard is controlled by each state. The members are paid by that state, not the federal government. The Reserves, are the federal part-time component of the federal military. So, if the Maryland NG was deployed to DC in an agreement between the governor of Maryland and the DC mayor, Trump has ZERO FUCKING SAY IN THAT other than to nationalize the Guard and then take control of them.
Your scenario is complete and utter bullshit.
The National Guard is not part of Congressional security, so that does not even pass the laugh test. House security is a tiny ceremonial staff. The Capitol Police Department is under the joint oversight of the House(Democratic), Senate(Republican), and the Congressional Architect(trump appointed), so Republicans had two thirds of the power there.
But again, the DC National Guard is not part of Congressional security. It is a joint military law enforcement unit, with the President as their Commander-In-Chief. Congress has no say in whether they get called up.
So you admit that trump could have called up the DC National Guard, and could have deployed them around the Capitol Building to protect Congress? Not to mention there was no certainty that the rioters would have gone after Congress. It would have protected everyone.
trump seemed more interest in using the National Guard as a battering ram for the rioters. They would attack the Capitol Building first.
And again, as far as capitol security is concerned, Pelosi made up only a third of the leadership. She could have been easily overruled... Had she prevented anything.

My god you are an idiot. The Capitol building is controlled by Congress. Unless Congressional leadership allows the executive branch to do something there, the President can't do it. Hell, Congress could bar a President from stepping foot into the Capitol building.
So, while the President could unilaterally call up the Guard for service, he can't deploy them to the Capitol or to the grounds of the Capitol without Congressional permission--separation of powers.
So, Trump offered NG troops, Pelosi turned him down, and that was that. She fucked up, just like she frequently has.
As far as the DC National Guard is concerned, the President is the Governor. So if trump did not want out-of-state National Guard units entering DC, he could (and did) stop them.
The Mayor of Washington, DC is just a city mayor. He has no more say over the National Guard than any other mayor. Which is to say, he has absolutely no say over the National Guard.
The Commander-In-Chief of the National Guard is the governor of the state, or in the case of DC, the President of the USA. trump, and trump alone, was Commander-In-Chief. I doubt you ever served, but those who did serve know how much power a Commander-In-Chief has.
As a side note, only in 1975 was Washington, DC even allowed to elect a mayor. The National Guard pre-existed the mayor by almost a century, and the militia before it pre-existed the mayor by almost two centuries.
My house is controlled by me. The police can be on the streets outside my house, without my permission. They can walk up to the door, without my permission. The governor can deploy the National Guard to around my house, without my permission.
And if someone enters my house illegally, the police and National Guard can follow them in to help.
So trump could have called up the National Guard, without Congress. He could have surrounded the Capitol Building, without Congress. He could have sent the National Guard into the Capitol Building, in the unlikely event the rioters were able to breakthrough the National Guard.
All he needed Congress' permission to do was if he wanted to use the National Guard as a battering ram to attack the Capitol Building.

And, who would he call up from the DC guard? The ONLY unit trained and equipped for the mission is the 372nd MP battalion. That's less than 600 total troops in three companies.
