Of course, you cannot follow it. It goes from the legislative branch to the judicial. The house committees gather proof and recommend legal treatment, a trial. Then the judges do the punitive phase if they are convinced by what was turned over to them.

Adam Schiff is on record stating the DOJ should have opened an investigation already. Congress has no authority to open a criminal investigation.
Schiff also said there is no agreement between the DOJ and the House and the DOJ should be doing its own investigation.

The determination from U.S. District Court Judge David O. Carter came in a ruling addressing scores of sensitive emails that Trump ally and conservative lawyer John Eastman had resisted turning over to the House select committee investigating the Jan. 6 riot and related efforts to overturn the 2020 presidential election result.
