It's a fiction, blacks starting in the same income tax bracket have nearly identical socio-economic mobility as whites if a) they graduate from highschool and b) don't have children out of wedlock, the problem is that blacks have disproportionately higher dropout rates and single parent households than whites. Furthermore; there is only one group of people who are legally discriminated against both at the state and private level of society and that is white males.
