Setting the meeting place is not solicitation. They offered him the information (the act of solicitation), he set the meeting location. He was willing to hear them out. But he did not go out looking for the information from them. Learn what words mean moron.

If you look at the timeline you can see that the emails Papadopoulos was lying about are the prelude to the setting up of the Trump Junior meeting.
