Is this a type of draft?

The directive emphasizes, however, that volunteers be sought first for any expeditionary requirements, before requiring anyone to serve involuntarily or on short notice. Overseas duty tours shall not exceed two years.

Why don't they just expand the ready reserve component of the military with a bunch of engineer units? Combat engineers do anything from clearing routes to preparing defensive fortifications to finding and exploding IEDs to putting up temporary and permanent structures as needed. They are also trained to fight if needed - a big plus over a civilian support force.

Of course, democratic control of government and expanding the military in any way are mutually exclusive events.

the military is creating jobs for civilians.....so those trained for combat will only do combat......not a bad idea in this horrid economy....

need a job....go do what you did in civilian life for the military....

did you miss this part
?

He did say we need a civilian force as strong and as well-funded as the military....

It appears as if there will even be "involuntary" workers if certain conditions aren't meant. Hence the portion about "before they force people"...

Yeah, I'm not liking that idea.

Yeah right! In the past they put you in the opposite of what you were trained for. I had 11 months of electronics training. I got shipped to Nam to kill people.
