Yes. The belief is that he, an immortal being, was placed in a human body, tortured and mortally executed to arise again because...wait for it...he was fucking immortal. Not exactly a high mark of "Risk" in my person assessment of risks.
High risk are things like Evil Knievel was known for. An immortal being returning to immortality is low risk, IMO.
OTOH, humans are naked apes and they really, really like fire and human sacrifice. This is seen in our brutality to our fellow man in most social circumstances.
