All I an find is where it says it was the Republicans that wanted to put it off until AFTER the mid terms.
IF the DEMs did it would have been so people wouldn't get hurt till then IF they were worried about the mid terms they would have pushed for it to go into effect right away and blame the Republicans for hurting the American people.
