No. He is not saying what was in the title. Did you bother to read the story? If you do you will find out he is saying that the best way to handle the situation is to create safe zones in the ME, and then continues stating that Syrian Christians do have no place to go as they'll be executed or imprisoned and says that we need to help.

There was one group which should be allowed to take refuge in the U.S., the former Florida governor argued.

It's rawstory. This is the type of misleading product they put out. Clearly it draws an audience or they wouldn't do it.
