That falls apart when you combine suburbs/exurbs as part of a statistical metropolitan area. More than half the populationof the nation lives in metropolitan areas contiguous to major cities. Sure suburban areas tend to be swing vote regions but if you went with a pureley population based national election than national candidates would focus on the NE region megalopolis, the great lakes region megalopolis, the Florida coast, the Texas Triangle, the Pacific Coast and that would be about it.

The current electoral college isn't perfect but it does ensure some greater representation of rural States to keep them relevent at the national level while still being representative to the majority vote.

The indefensible reality is that more than 99% of campaign attention was showered on voters in just ten states in 2012- and that in today's political climate, the swing states have become increasingly fewer and fixed.

Even in the recent handful of states where a presidential vote matters to the candidates, the value of a vote is different.

Where you live should not determine how much, if at all, your vote matters.

The current state-by-state winner-take-all method of awarding electoral votes (not mentioned in the U.S. Constitution, but since enacted by 48 states), ensures that the candidates, after the conventions, will not reach out to about 80% of the states and their voters. Candidates have no reason to poll, visit, advertise, organize, campaign, or care about the voter concerns in the dozens of states where they are safely ahead or hopelessly behind.

Presidential candidates concentrate their attention on only a handful of closely divided "battleground" states and their voters. There is no incentive for them to bother to care about the majority of states where they are hopelessly behind or safely ahead to win. 10 of the original 13 states are ignored now. Four out of five Americans were ignored in the 2012 presidential election. After being nominated, Obama visited just eight closely divided battleground states, and Romney visited only 10. These 10 states accounted for 98% of the $940 million spent on campaign advertising. They decided the election. None of the 10 most rural states mattered, as usual. About 80% of the country was ignored --including 19 of the 22 lowest population and medium-small states, and 17 medium and big states like CA, GA, NY, and TX. It was more obscene than the 2008 campaign, when candidates concentrated over 2/3rds of their campaign events and ad money in just 6 states, and 98% in just 15 states. Over half (57%) of the events were in just 4 states (OH, FL, PA, and VA). In 2004, candidates concentrated over 2/3rds of their money and campaign visits in 5 states; over 80% in 9 states; and over 99% of their money in 16 states.

80% of the states and people have been merely spectators to presidential elections. They have no influence. That's more than 85 million voters, 200 million Americans, ignored. When and where voters are ignored, then so are the issues they care about most.

Don't worry about it. I predict that after the end of Obama's term the problem will cease to exist. That is because the racist hate will be defused and the people will flock to the Democrats in droves. They can't be so stupid that they wouldn't! Can they?

If that doesn't happen then it will be because the Republicans themselves will defuse the situation they have created by moderating to a very large degree. This will inevitably spell the end of the tea baggers, libertarians, and other crazy factions that are holding your country down.

I would certainly be more inclined to approve a national popular vote than for an electoral college based on proportional distribution of the electoral votes. That would literally give the entire political control of government to the least populated, least educated and least productive and most backward regions of the nation. That would be an unmitigated catastrophe.

However, you have fixed nothing from the current electoral problem by switiching to a national popular vote. You'd just be transfering to different regions. Instead of the focus being on the ten or so swing States they would focus on the 5 major megalopolis regions. So you would essentially have the same problem, you would just change the geography.

If you want a better argument for a national popular vote for President, the loss of extra representation that the rural States recieve via the electoral college is more than compensated for the gross over representation they recieve in the US Senate.

Wyoming, Vermont, North Dakota, South Dakota and Alaska have a combined population of near 3.5 million people. They have a combined representation of 10 US Senators. California, on the other hand has a population of 38 million and only 2 Senators. Since the House is already proportionately based having a national popular election for the President would counter balance the gross over representation in the Senate for the rural States.
 
No it wouldn't. It would do just the exact opposite. You'd give overwhelming political influence and representation to the least populated sections of the nation. That's neither fair or democratic. If you apportioned the electoral votes in the States according to congressional districts (which is what the electoral votes/college is based on) than you would have gaurenteed that Mitt Romney would have won the Presidential election despite losing the popular vote by a substantial margin. That's neither fair or Democratic. For example, in Ohio, and this is true in most States, we have 18 congressional districts. Seven of those districts represent urban areas of the state were 2/3rd of the population reside. Eleven of those districts are in rural regions of the State and account for 1/3 of the population. So dividing the electoral votes proportionately between congressional districts would give 1/3 of the population the deciding votes. Rural regions in our State are already grossly over represented as they are nationally . So dividing the electoral votes of each State proportionately would give rural regions absolute control of the Government. So proportional distribution of electoral votes in each state is a bad idea, it's undemocratic and it's grossly unfair to urban/suburban regions.

Under that scenario during the last election Mitt Romney would have won most of Ohio's electoral votes despite losing the popular vote by a substantial margin.

Actualy they don't. In most States rural regions have nearly a 2 to 1 advantage in representation over urban/suburban regions. Rural areas are grossly over represented already. That is they have 2/3 of the political influence while having far less than half the population. In most midwest, southern and western states rural regions represent 1/3 of the population but have 2/3 or more of the political representation. Cities and urban areas do in fact need more political representation.

If the district approach were used nationally, it would be less fair and less accurately reflect the will of the people than the current system. In 2004, Bush won 50.7% of the popular vote, but 59% of the districts. Although Bush lost the national popular vote in 2000, he won 55% of the country's congressional districts.

The district approach would not provide incentive for presidential candidates to campaign in a particular state or focus the candidates' attention to issues of concern to the state. With the 48 state-by-state winner-take-all laws (whether applied to either districts or states), candidates have no reason to campaign in districts or states where they are comfortably ahead or hopelessly behind. Nationwide, there are now only 35 "battleground" districts that were competitive in the 2012 presidential election. With the present deplorable 48 state-level winner-take-all system, 80% of the states (including California and Texas) are ignored in presidential elections; however, 92% of the nation's congressional districts would be ignored if a district-level winner-take-all system were used nationally.

Awarding electoral votes by congressional district could result in third party candidates winning electoral votes that would deny either major party candidate the necessary majority vote of electors and throw the process into Congress to decide.

Because there are generally more close votes on district levels than states as whole, district elections increase the opportunity for error. The larger the voting base, the less opportunity there is for an especially close vote.

Also, a second-place candidate could still win the White House without winning the national popular vote.

A national popular vote is the way to make every person's vote equal and matter to their candidate because it guarantees that the candidate who gets the most votes in all 50 states and DC becomes President.

Anyone who supports the current presidential election system, believing it is what the Founders intended and that it is in the Constitution, is mistaken. The current presidential election system does not function, at all, the way that the Founders thought that it would.

A majority of the states appointed their presidential electors using two of the rejected methods in the nation's first presidential election in 1789 (i.e., appointment by the legislature and by the governor and his cabinet). Presidential electors were appointed by state legislatures for almost a century.

Neither of the two most important features of the current system of electing the President (namely, universal suffrage, and the 48 state-by-state winner-take-all method) are in the U.S. Constitution. Neither was the choice of the Founders when they went back to their states to organize the nation's first presidential election.

In 1789, in the nation's first election, the people had no vote for President in most states, only men who owned a substantial amount of property could vote, and only three states used the state-by-state winner-take-all method to award electoral votes.

Now the majority of Americans, in small, medium-small, average, and large states are ignored. Virtually none of the small states receive any attention. None of the 10 most rural states is a battleground state. 19 of the 22 lowest population and medium-small states, and 17 medium and big states like CA, GA, NY, and TX are ignored. That’s over 85 million voters, 200 million Americans. Once the conventions are over, presidential candidates now don’t visit or spend resources in 80% of the states. Candidates know the Republican is going to win in safe red states, and the Democrat will win in safe blue states, so they are ignored. States have the responsibility and power to make their voters relevant in every presidential election.

With National Popular Vote, with every vote equal, candidates will truly have to care about the issues and voters in all 50 states and DC. A vote in any state will be as sought after as a vote in Florida. Part of the genius of the Founding Fathers was allowing for change as needed. When they wrote the Constitution, they didn’t give us the right to vote, or establish state-by-state winner-take-all laws for awarding electoral votes, or establish any method, for how states should award electoral votes. Fortunately, the Constitution allowed state legislatures to enact laws allowing people to vote and how to award electoral votes.

The National Popular Vote bill would change current state winner-take-all laws that award all of a state’s electoral votes to the candidate who get the most popular votes in each separate state (not mentioned in the U.S. Constitution, but since enacted by 48 states), to a system guaranteeing the majority of Electoral College votes for, and the Presidency to, the candidate getting the most popular votes in the entire United States.

The bill preserves the constitutionally mandated Electoral College and state control of elections. It ensures that every vote is equal, every voter will matter, in every state, in every presidential election, and the candidate with the most votes wins, as in virtually every other election in the country.
 
It doesn't function because the republican party cheats people out of their votes.

Lets clean it up before we decide what needs fixing
