The Congressional Budget Office projects a $7.7 billion surplus in funding for the federal Pell grant program this year, which means the government may have enough money to offer low-income students more financial aid.

Students have feared that the Republican-controlled Congress would shoot down any plans that called for the government to spend more money on the $30 billion program.

But now that the program is running a surplus, lawmakers may feel more at ease with an expansion.

Lawmakers on both sides of the aisle have expressed interest in restoring year-round Pell. Indeed, Sen. Lamar Alexander (R-Tenn.), chairman of the Education Committee, told The Washington Post that the restoration was a top legislative priority.

Investing in America's youth only makes sense.
Republicans are generally against all grant money not to mention good sense.
