He was not joking nor being sarcastic when he said it. He knows people like TOP and RB and Fastlane actually believe stuff like that and when he says 'obliterated' one week and that they will need 'years to rebuild' and a few weeks later he says they were a 'week away from a bomb and attacking us'.
To magats those all can be accepted without question.
