Actually, Damocles, he said he wanted it to become a "chocolate city" again. You probably heard, as I did during my own evacuation from the area, that only blacks were left behind. Then you probably heard that blacks were eventually evacuated to places (Houston, Atlanta) from which they weren't allowed to return. You may have even heard that only blacks were flooded. Consider from whom you heard it.

Man! That is one powerful lobby!

Everyone else in the country can think what they will, but black, white, yellow and green were devastated by Katrina. Those of us who stayed/came back all have worked together to make what little progress we have made.

I suggest that France take Louisiana back.

I suggest that people stop building below sea level in the path of hurricanes. Just move NO a few miles down the road... Keep the food and the people. Some of my in laws live there.

Name a place, Damocles, that doesn't have inherent dangers of fire, tornados, floods, whatever.

My husband and I are on the verge (less than 5 years) of retirement from the state. Ours is only one of the reasons people decide to stay. Some have multiple generations going back to the establishment of New Orleans. Some used to stay because the government assured them that the levees would protect them. Then they found out, the hard way, that the government wasn't actually capable of keeping that promise.

Why do your inlaws stay?

I'm not positive about my sons, but race would have been my last concern marrying a chick who looked like Mariah or Halley!!!

The difference is the deliberate building beneath sea level in the path of danger, it's almost begging the universe to smite the people who live there. Deliberately increasing the risk isn't very smart. I don't suggest getting rid of New Orleans, just moving it a bit so that it is above sea level, or better said so that a good chunk of it isn't below sea level.
