It is not just Congress who would stop Obama or any Dem POTUS from doing what Trump is doing but also the Supreme Court.,
Courts below the SC are now, en masse complaining about how the SC is pushing all these Trump cases back to them based on Shadow Doc rulings that give them no instructions or only vague guidelines on what they should look for to decide these cases.
Legal talking heads say this SC is increasingly cryptic in its rulings and not giving clear bright lines that lower courts can follow. That is NOT by mistake and is by design as they do not want to create clear and fast lines that would then give a future Dem Potus the ability to follow them and impose things on Red States. They want to be able to say 'no that is not allowed' and not have a prior bright line they created show it should be allowed.
