At the federal level, sentences are determined almost entirely by fixed guidelines that account for the crime and a person's past history, particularly their criminal history. If Blacks are getting longer sentences, then it's because of them, not the system.
Ipse dixit fallacy. Trying to claim, well, it's bad elsewhere, is no defense. Chicago is one of the most crime ridden cities in the US. It has serious issues and those need addressing.
"Asylum seekers?" I seriously doubt that the individuals Trump and the feds are targeting as simply "asylum seekers?" As an aside to that, what are these "asylum seekers" seeking asylum from? And why would Chicago be a good place for them to go?
The best way to combat gangs and criminals is to arrest and lock them up.
Chicago is clearly not enforcing their laws effectively and that is the cause of much of the crime there.
