for me it's not about hatred or even dislike, it's just perplexing to me. If I wanted to move to another country and uproot my life, it would be because there is something about that country and culture that I love. For example, I am a huge roman history buff. I would love to go to italy in my lifetime. Not learning english for 20 years to me is like going to another country and staying in AmericaTown forever. Why? If you love shitty mexico so much, stay in shitty mexico. Why move away from it? You drastically limit your opportunities and the cultural experience by not being a part of said culture and not knowing the language.

If I was even going on a vacation, (let alone a permanent move) I would be breaking out rossetta stone, getting my shit together, wanting to learn and improve and partake. 20 years of living here, a third of a human lifespan, and you don't speak english? What kind of lazy apathetic person are you? To me, it's just weird.

She probably does work that doesn't require knowing a lot of English. Why she wanted citizenship I don't know, maybe so that she wouldn't have to deal with the visa process. If all you want to do is work in a place you can get visa renewals just fine.
