But both states and the fed have jurisdiction over murder. How does the state have jurisdiction over a federal agency? NY could have its own state financial disclosure requirements.

New York does not have to have jurisdiction over federal agencies to make it illegal to fraudulently report to a federal agency.

I am very skeptical about the Tuesday indictment thing. Cohen's lawyer is testifying today which makes it doubtful the indictment could be ready by tomorrow.
