I think the reason we did this was because we've lost INTEL from Yemen due to their civil war. AQAP has retaken a lot of lands, as well as over-running Yemeni prisons and releasing terrorists.
But our old intelligence opportunities ( we used to get it from locals as well) have been eliminated by Houthi territorial gains.

If the Administration didn't try to lie 100% to the American people about some stupid video nobody had ever heard of being the cause of the attack in Benghazi there would have been exactly the same amount of investigation done as will be done here.
