- Trump - I don't care, I am increasing my spending to $1000 and they can adjust it and they always do
Setting the debt ceiling IN NO WAY prevents Trump or any future POTUS and Congress just blowing thru it with spending and leaving if for whoever is in power to pay via asking for a raised limit. The ONLY way to control spending is in the budget process and NOT the debt ceiling. If the debt ceiling had ANY power to control spending and the budget Trump would not have blown thru it 3 times.

Because of that, the debt ceiling will always be reached sooner or later. It is programs like Medicare, Medicaid, Obamacare, and Social Security that make up over half of all federal spending and those programs can't be cut because of the way the laws governing them are written.
