It's funny that you mention Life and Liberty because those happen to be two of the inalienable rights specifically mentioned by the Founders in the Declaration of Independence, as being endowed by our Creator, which certainly preceded the Constitution.
Ergo, I think you'd have a difficult time making the argument that he doesn't have those rights.
With regard to Property, that one is a little different, yet nonetheless, the Constitution does specify that all men are to be secure in their persons and property (4th Amendment) and the Takings Clause and Search & Seizure Clause prevent seizure and intrusion.
Ergo, I think you'd have a difficult time arguing that he should somehow not be secure in his person, houses, papers, and effects.

The Federal Government told them he was here legally, and apparently he was here legally. Cancelling his visa does not retroactively change how he came or stayed in the country.
The federal government said through eVerify that he was here legally, and could work legally. The Iowa Board of Educational Examiners accepted that.

Iowa Board of Educational Examiners is a state institution in a very red state. The members of the board are appointed by the Republican Governor. Sadly, they rarely have any experience in education. Recently they have been used to try to ban teachers who might teach science or history.

It looks to me that the Board relied on a couple of firms, first to do a candidate search and then to do a background verification. Nothing untoward showed up about this guy in ANY of those checks.
There may be holes in the process, changes to be made and plenty of blame to go around, but it appears the Board was as much a victim as anyone. They depended on other companies to do there job and those others failed them.
