Some states allow a current utility bill. That also helps to prove address for deciding where to vote. Utility companies require ID before you can get an account.

There is simply no way to skirt ID requirements in order to vote

That said, one Democratic argument against requiring a valid picture ID for voting is that poor people disproportionately lack these IDs. Due to centuries of racism, this also disproportionately works against non-white voters.

Personally, I support voter ID at the time of voting. However, measures must be taken to prevent this from becoming a backdoor poll tax. ID's must be easily and cheaply available and the system rolled out over time to allow people time to acquire IDs. Accommodations must be made for older voters and invalids to acquire ID. RWers should pay attention here since older people often swing conservative.
