Biden did not make a direct accusation, nor was he the first to suggest that the driver might have been drinking.

The belief that drinking had contributed to the crash was reportedly prevalent among the local community and not something Biden simply made up on his own.

Even the cops and emergency personnel at the scene assumed the truck driver had been drinking and because no breath or blood alcohol tests were done, there's no proof to the contrary.
