Yes, but the US a first world country that can afford to address their situation. In any event, if someone can't afford food, housing or education, they're poor. It doesn't matter if someone's worse off - their condition is not acceptable.

I think that the argument could be made that there are those out there who prey upon the poor, and elderly. Like payday loan companies and furniture rental companies that effectively steal from the poor.
