You said they work as a trade-off for not going to prison and money wasn't mentioned. "Govt relies on caught hackers who agree to work for them instead of going to prison."

I wonder how one finds a hacker that won't get caught. Craigslist?

As for being more talented, I would give that to the one who was able to crack the most sites, not the one who didn't get caught... yet.
