There are three things that define a government on the Left:
It is authoritarian or dictatorial in nature
It has an economy run by central planning, with heavy or total government control
It considers society and government as far more important than the individual and individual Rights.
A government on the Right--or lack thereof--is defined by these three characteristics:
It is submissive to the population and does only what the public at large allows it to do
It has little or no control over the economy
It sees the individual and individual Rights as paramount and society's and government's rules as subordinate to those Rights.
That makes fascism Leftist. It also doesn't exclude that a fascist and communist government are or can be at odds and hate each other. The Oxford definition is absolutely stupid and no doubt made up by Leftist academics in fields like political science because they don't want fascism associated with the Left regardless of how convoluted and illogical their definition of it has to be to keep that from being the case.
