I aurgued they were social programs, you argued they were economic programs only.

Those are not social issues. Social issues involve tolerance and individual freedom. Abortion is a social issue. Privacy is a social issue. Gun control is a social issue. Prayer in schools is a social issue. So forth and so on.

Just because you call them social programs doesn't mean they are social POLICY. They are budgetary (fiscal) issues.
