If you read that article carefully, it shows that Trump extended the Veterans Choice Program by a year then rolled it into something called the Veteran's Community Care Act which apparently replaced the Veteran's Choice Program. So, the so-called fact checkers appear to be a bit disingenuous with their fact checking.

No it is not a prediction. It is statement.
He will do that when he has those in place. If he doesn't, he won't.
Why? It is a tough time for America with Trump's Corona mismanagement causing soon 200,000 deaths. We have over 5 million cases. That total Trump fuck up resulted in a crashed economy. Then he insisted we open up too soon to help his election chances. He followed with stupidly opening the schools. Trump does not care if people die. They mean nothing to him. Not once has he expressed sympathy for the families missing a member thanks to him.
I do dislike having a stupid person as president.
