Most mail in ballots were sent to every registered voter on the roles EVEN if they had moved or died. . So as a result we had multiple ballots arriving to people they did not belong to. Then the standards for identification were reduced or just abolished. As a result, you could not honestly say the person that returned the ballot had the right to cast that ballot.

However, they are sent to people who voted in the last election, not random people. But if someone got ahold of them, they could not use them. The voter will vote in person or use the mail-in ballot.
