If 8 Cops hit a target less that 12 feet ONLY 2/3 of the time?

What happened to th 30 Bullets out of 90 don’t hit their target regardless of how many time they re-load?

Hell … I had to to 28 of 30 from 12 feet for my CCW and I got all 30
