And Magats, like Terry, argue that those trying to do Home Title fraud, who have not yet succeeded but are submitting multiple attempts, that luckily have been rejected, cannot be arrested or charged and must be left alone to continue to try and complete the fraud. At that point only (once there is a victim) do Magats say the person can be stopped.
But Magats argue the person must be allowed to keep submitting fraudulent document because 'no victim... no crime'
Terry and other magats argue, even if a new company is set up only to submit Title fraud claims and is outed by a whistleblower who works within, and the police seize stacks of fraudulent Title loans all submitted but none yet, approved, that the government can DO NOTHING to this company. They must leave them alone to continue to operate, and only once a victim is found, can they be charged and stopped.
The argue the govt has no role in protecting the systems of Banking or Mortgages from such fraud and the only role is find individual victims.
