A deficit or surplus includes interest. If the debt remains at it's current level it will become relatively smaller as government revenues expand.

You seem to be the one that has a problem in understanding the difference between a Misdemeanor 1, 2, or 3 and a Felony 1, 2, 3, 4, 5.
By the way, you can be jailed for a misdemeanor crime, if you are considered to be a flight risk.
