Fairly simple: The leases are "under review" and not "renewed" and therefore inactive drilling sites.

Do you understand how long it takes to produce oil after a lease? Do you understand that some tracts never produce oil? Do you understand oil companies aren’t developing leases.

Biden policy was to ban fracking, but actually the president doesn't have the power to do that without approval from Congress. Fracking is banned in several states, though.
Biden would have done it if he could have.
