No one said rates would not go up otherwise. The point is without the waiver the rates would go up MORE. Obamacare makes it MORE expensive than it otherwise would be. Not exactly the results we were looking for, is it?
If Obamacare is so fucking great WHY DO THEY NEED/WANT A WAIVER FROM ITS MANDATES? Obviously, the waiver in question is going to save them money over following the Obamacare mandates! Get it, or is this still beyond your donkey assed ability to think? WITH the mandates: MORE EXPENSIVE. With a WAIVER from the mandates (ie: the bad old way of doing things) LESS EXPENSIVE!
So, when there are no waivers left, McDonald's workers get a mandated insurance package. And this package is going to be CHEAPER?!? Are you really that fuckoing moronically absolutely without any brains STUPID to believe that? YES, these "shitty" plans will go away. And so will the price tags. An insurance company can NOT meet the federal coverage requirements without increasing premiums. Period. Anyone who says different is too fucking stupid to walk upright. The bottom line is the people will be paying MORE for their coverage. People who have shitty coverage will get better coverage, but at prices above what that better coverage costs today. They will pay through the nose for it, which isn't too good a prospect for people who work at McDonalds and need every penny they make. THAT is why they are grabbing any and every waiver there is available out there.Wait, you mean to tell me that a McDonald's worker won't be able to get a $730,000 annual coverage cap increase while still paying $14 per month? No fucking way.
The point is that the coverage is shitty and, while better than nothing at all, a $2,000 annual coverage cap isn't going to take you very far if you actually get sick. Thus, basic minimum coverage requirements will be implemented in 2014 with a ban on annual coverage caps. So, in 2014 the McDonald's worker can get better, cheaper coverage that he gets now. Until then, these shitty plans have to get waivers to continue to operate.
And yes, these are the results we were looking for.

Pray tell, how will the government choosing which companies one can buy coverage from going to change the fact that the insurance mandates are making coverage MORE expensive? It's another brain dead lie, believed only by the brain dead who wear donkey butts for head gear.

And yes, it will be cheaper. I've seen the numbers. Better insurance will be cheaper for low wage workers because it will be subsidized by the revenue provisions of the bill. Again, you don't have to like it, but don't fucking lie about it. The big winners under the law are lower income workers.
The waivers are a stop gap measure until the law is fully implemented.
