We are going to have to wait and see how the states handle something like a hurricane that destroys thousands of homes and as I said and you said the states have not budgeted any money for the help they will need.Disasters don't care about state boundaries. It is better to have a central response available so that *all* involved get the help needed. This piecemeal state by state nonsense is inefficient, haphazard, and will result in some receiving help and others going without.
States will have to either raise taxes to help pay for the next one or let their people go it alone.
IMO it is not going to be pretty.
