In good part it was. As I pointed out at the time, Puerto Rico's substandard building codes, and sloppy construction methods caused the damage to be far worse than it otherwise would have been.
That's a good shot of what I mean. All those houses lost their roofs because they were built to totally shoddy standards. The rafters are too far apart, there are too few purlins (cross ties). There are no rafter ties, no hurricane ties, and I can bet you they used nails rather than screws for the corrugated metal sheets that made up the roofing material. The flat roofs with a tarpaper and asphalt covering survived, possibly with leakage, but they didn't come off entirely.
Same thing here, only the houses were framed to who knows what standard and came apart like a $3 suit when the roof went.
So, a lot of the issues in Puerto Rico are on Puerto Rico.
