Most cops in England don't carry guns. There are special cops approved to use them, of course, and patrol cops can go and retrieve guns at the station in case of an emergency. You couldn't get very far with an entirely disarmed police force.

Police were controversial when they were first introduced in the UK, and they didn't want to arm them because it made them look like they had too much power over the people. In the US, where we're gung-ho about going at criminals more than anything else, that argument was never really brought up. In a lot of other countries, such as Denmark, cops traditionally didn't carry guns, but eventually switched to carrying after dramatic police slayings.
