Taking a few days off from the blog has at least given me a chance to finish reading Jonah Goldberg's Liberal Fascism. This book (buy here) was a bit of an eye-opener for me, setting out in mind-boggling detail the links - both historical and philosophical - between fascism and the ideas espoused by modern day liberals and progressives. The sheer weight of evidence is extraordinary - from welfare, to land reform, to greenery, to the worship of the state it's hard to find any other areas of public policy in which the two have so much in common. (Goldberg points out that anti-semitism was part of the Nazi creed, but not that of the Italian or Spanish fascists, and was therefore a policy of Hitlerism, but not really of fascism.)

But what struck me about the book was how often I noticed that there are also clear parallels between fascism and environmentalism. At a high level, both are alt-religions, which their adherents seek to impose on society with Jesuit fervour, spurred on by fear of impending disaster. Both are openly totalitarian, in the original sense of the word: in other words the creed is supposed to apply in every aspect of life, in every area of policy, and in the private sphere as much as in the public.

The methods are often the same too. Where fascists tried to generate an almost permanent sense of crisis in order to unite their country (Mussolini) or their volk (Hitler) around a share sense of national purpose, environmentalists try to create a permanent sense of ecological breakdown in order to unite society around their programme.

But at a detailed policy level too, the parallels are remarkable. From attempts to change diets, to the hijacking of the education system, it's the same thing. And the methods have remarkable similarities too, with guilt used as a tool, the language abused in service of political ends and the use of cod-psychologists to target dissenters. And even more sinister are the common history of fascism, environmentalism, population concerns and eugenics.

Goldberg is keen to point out that the liberal and progressive left of today do not share the violent tendencies of their fascist forebears: theirs is a gentler totalitarianism (again in the original sense of the word). The same case can be made for the greens. At least for now; it is hard to avoid observing that their rhetoric is becoming steadily more violent and the calls for unmistakably fascist policy measures are ever more common.

Clinton–Lewinsky scandal[edit]

Goldberg’s career as a pundit was launched following his mother Lucianne Goldberg's role in the Clinton–Lewinsky scandal, when he wrote about the "media siege" on his mother’s apartment in The New Yorker.[3][4]

Goldberg has spoken of his mother and the Lewinsky scandal:


My mother was the one who advised Linda Tripp to record her conversations with Monica Lewinsky and to save the dress. I was privy to some of that stuff, and when the administration set about to destroy Lewinsky, Tripp, and my mom, I defended my mom and by extension Tripp... I have zero desire to have those arguments again. I did my bit in the trenches of Clinton's trousers.[5]

These tapes became the focal point of the Lewinsky scandal. Goldberg was privy to the tapes and the conversations his mother had with Tripp because he served as a vice president of his mother's now-defunct literary agency. When the scandal broke, Goldberg defended his mother and Tripp during the ensuing media firestorm.[citation

First steps[edit]

The Fascist government began its reign in an insecure position. Coming to power in 1922, after the March on Rome, it was a minority government until the 1923 Acerbo Law and the 1924 elections, and it took until 1925, after the assassination of Giacomo Matteotti, to establish itself securely as a dictatorship.

Economic policy in the first few years was largely classical liberal, with the Ministry of Finance controlled by the old liberal Alberto De Stefani. The government undertook a low-key laissez-faire program — the tax system was restructured (February 1925 law, 23 June 1927 decree-law, etc.), there were attempts to attract foreign investment and establish trade agreements, efforts were made to balance the budget and cut subsidies. The 10% tax on capital invested in banking and industrial sectors was repealed, while the tax on directors and administrators of anonymous companies (SA) was cut down by half. All foreign capital was exonerated of taxes, while the luxury tax was also repealed.[2] Mussolini also opposed municipalization of enterprises.[2]

The 19 April 1923 law transferred life insurance to private enterprise, repealing the 1912 law which had created a State Institute for insurances and which had envisioned to give a state monopoly ten years later.[3] Furthermore, a 19 November 1922 decree suppressed the Commission on War Profits, while the 20 August 1923 law suppressed the inheritance tax inside the family circle.[2]

There was a general emphasis on what has been called productivism — national economic growth as a means of social regeneration and wider assertion of national importance.

Up until 1925 the country enjoyed modest growth but structural weaknesses increased inflation and the currency slowly fell (1922 L90 to £1, 1925 L145 to £1). In 1925 there was a great increase in speculation and short runs against the lira. The levels of capital movement became so great the government attempted to intervene. De Stefani was sacked, his program side-tracked, and the Fascist government became more involved in the economy in step with the increased security of their power.

In 1925, the Italian state abandoned its monopoly on telephones' infrastructure, while the state production of matches was handed over to a private "Consortium of matches' productors.[3]"

Furthermore, various banking and industrial companies were financially supported by the state. One of Mussolini's first act was to fund the metallurgical trust Ansaldo to the height of 400 millions Lire. Following the deflation crisis which started in 1926, banks such as the Banco di Roma, the Banco di Napoli or the Banco di Sicilia were also assisted by the state.[4] In 1924, the Unione Radiofonica Italiana (URI) was formed by private entrepreneurs and part of the Marconi group, and granted the same year a monopoly of radio broadcasts.
