When he reached for the cop's taser he became a real threat to the cops. Taze the cop then you can control his gun.so if a cop gets in a scrap with anyone for any reason, he can shoot that person?

A lawbreaker, caught while escaping, remains uncooperative, fights back, tries to disarm the cop...and the cop’s reaction of self-defense is “over the top”.??

No. Once you hit a cop, though....
or go for their club, gun, or taser...that's kicking it up a notch.
