Taking the law into your own hands, and blocking someone you feel is going too fast is just morally wrong. Someone in the car could be having a medical emergency, and needs to get to the hospital. Or a dozen other things. Texting Driver neither the police nor a judge, so should not be trying to penalize drivers who have nothing to do with him.

No, actually you do not. You have to go above the minimum speed, but you are not required to go the same speed as surrounding traffic. In fact, you are required to go a safe speed, which may be slower than surrounding traffic.

What you do need to do is move to the right when possible to let faster cars pass you.
