“It’s a nonstarter for me,” the governor said Monday about a Colorado-style legalization of marijuana.
But the governor said the limited medical marijuana plan he is announcing Wednesday is appealing because he can do it without legislation — giving him the flexibility to make changes without consulting the Legislature. “I feel comfortable with this approach,” he said.
Cuomo will not renew the push he made last year to legalize possession of small amounts of pot. That proposal was designed to end an inequity created by the controversial NYPD stop-and-frisk policy — which allowed cops to charge people with a misdemeanor if they were carrying pot in the street, even though people with small amounts of pot in their homes are charged with only a violation.
“It’s not timely in the way it was last year,” the governor said, now that Mayor de Blasio is reforming stop-and-frisk.
The medical marijuana plan, to be formally announced in the governor’s State of the State address, will allow 20 hospitals to prescribe pot to people with cancer, glaucoma or other serious diseases.
