May be just me, but I think when the police are told a guy is building bombs, I think he is deserving of special attention. That may be enough for a warrant. They just drove off.

Without probable cause there was apparently no reasonable suspicion that would convince a judge to issue a warrant.

The FBI had no reason to investigate based on his record.
