As long as the 2nd amendment exists there should be no limit as to what arms an individual has the right to bear to include nuclear weapons.

Disagreed. Simply put, everyone else has rights too which is why I can't build a nitroglycerin factory next to a school; if the factory fucked up, a lot of kids would lose their rights. It's why I can't fire my guns into the air at a HS football game; all the fans, players and other people have a right not to be hit by bullets returning to Earth.
If I have an accidental discharge of my AK or AR, it's likely to only hurt me. If my tactical nuke goes off, everyone within up to a few miles would be harmed. They have a right not to be killed.
