This is nothing but a conjunction fallacy. It assumes there is some correlation between healthcare spending and outcomes while ignoring everything else.

It should be intuitively obvious that life expectancy is a result of a very broad and complex set of data, not one particular data set. The graph is essentially therefore meaningless.
